Escondido reviews ADUs through its Development Services, with Planning answering zoning questions and the Building Division handling permits and inspections. As of October 2026, the city offers four pre-approved ADU plans under its PAADU program and accepts submittals through its online ProjectDox system.

What are Escondido's pre-approved ADU plans?

As of October 2026, the city's Pre-Approved ADU Program (PAADU) lists four detached designs, developed with a 2020 state LEAP grant:

  • Plan 1: studio or one bedroom, one bath, 484 sq ft
  • Plan 2: two bedrooms, one bath, 644 sq ft
  • Plan 3: two bedrooms, two baths, 851 sq ft
  • Plan 4: two or three bedrooms, two baths, 1,000 sq ft

The plans are not tied to a specific property, so a building permit and the standard ADU review are still required.

What local standards does Escondido list?

As of October 2026, the city's ADU page lists ADUs up to 1,000 sq ft, junior ADUs of about 150 to 500 sq ft inside the main home, and no parking requirement for ADUs under its ordinance. It also states that rentals under 30 days are not permitted. Fire sprinklers are required only if the main home is sprinklered, and in that case the city lists a minimum 1-inch water meter and service.

What about older neighborhoods and hillsides?

Escondido's older neighborhoods near downtown include historic areas where design compatibility gets more attention, while hillside lots on the city's edges can bring slope and fire hazard considerations. We check both for your parcel.

What does an Escondido ADU depend on?

  • Whether a PAADU plan fits the lot or a custom design is needed.
  • Slope and fire hazard mapping on hillside parcels.
  • The main home's sprinkler status and water service size.
  • Inland heat, which affects insulation and cooling.
